General Highlights
- Annual General Meeting was held
on May 20, 2004. Following members

- Following activities were done
in Annual General Meeting:
- Presentation and approval
of the minutes of the last meeting.
- Presentation of list of General

of the Financial Statements
and Auditors' Report for the
year ended December 31, 2003.
- Appointment of External Auditors
for the year 2004 and fixation
of their remuneration was considered
and Khalid Majeed Rehman Sarfaraz
Rahim Iqbal Rafique Chartered
Accountants were reappointed
for the year ending December
2004, and their remuneration
was fixed at Rs. 110,000.
- Presentation and consideration
of Director's Report.
- Relevant clauses of Articles
of Association and Memorandum
of Association were amended/incorporated
as required under the law to
become eligible for seeking
tax exemptions.
- Board Meeting was also held on
May 20, 2004. Following Board Members
attended the Board Meeting.

of HDF programs and miscellaneous
items. "Modified Performance
Appraisal System" duly
considered and recommended by
the committee was also presented
and approved for implementation.
- Presentation by PM-Economic
Development on progress of Micro-Credit
and Capacity Building/Staff
Development Plan.
- Presentation by Program Coordinator
on the progress of "Performance
Improvement Program" of
HDF.
- Presentation by PM-Education
on Non-Formal and Formal Education
Program.
- Presentation by PM-Foundation
Development on proposed HDF
strategy for Foundation Development.
- Presentation by PM-Health
on progress of health program.
- Presentation by Senior Engineer
on progress of Community Physical
Infrastructure projects.
- Presentation by Acting PM-Finance
on financial activities and
budget variance analysis.
Foundation Development
- A Community Awareness Event was
organized and held at Islamabad
Club on May 21, 2004. The event
was held to introduce HDF among
the other like-minded orgazniations
and donor agencies of Islamabad,
to raise public awareness about
HDF and to explore possibilities
of networks and partnerships with
other orgazniations. Board of Directors,
HDF-Team Pakistan and about 118
other people from different NGOs/GOs/Departments
and Media participated in the event
including some notables i.e. Country
Director of ISRA International,
Planning Chief of UNICEF, Chairman
of NCHD, President of Islamic Relief,
Senior Professionals from HRDN and
NCRD and many others. Question Answer
session was followed after the presentations
by Co-Chairperson Dr. Shahnaz Khan,
HDF-Chief Operating Officer Mr.
Azhar Saleem and a speech by Mr.
Kevin Dermott (Executive Director-HDF
USA). All honorable guests were
served with a dinner at the end.
- HDF started a new section named
"Foundation Development"
which will serve dual purpose i.e.
search and create sources in order
to make HDF a self-sustaining model
organization on one hand and promoting
HDF's noble cause through public
awareness events on the other hand.
Mr. Waqar Awan has joined the section
as PM-Foundation Development and
started working on preparation of
strategic plan for HDF's Foundation
Development.
Economic Development
- HDF designed a Special Micro Credit
Incentive Package (SMCIP) for encouraging
its good borrowers. Through SMCIP,
HDF will provide micro credit on
easy and concessional terms to those
borrowers/entrepreneurs who have
proven record of good and effective
credit history with HDF. For this,
a proposal was submitted and approved
by an individual donor Mr. Feroz
Battla, who has provided funds for
implementing the program.
- HDF held a meeting with a team
from Financial Sector Strengthening
Program (FSSP) which was headed
by its Program Director Mr. Khalid
Nawaz. The FSSP is a program of
the Swiss Agency for Development
and Cooperation (SDC) which was
established with a mandate to strengthen
the organizations that provide micro
finance services to the underprivileged
and poor communities of Pakistan.
During this meeting it was decided
that FSSP will provide both technical
and financial support to HDF for
any proposal regarding micro finance
and its related areas. FSSP has
provided Credit Management Information
System (CMIS) and also arranged
training of two HDF-Staff members
on operation of this system/ "Loan
Tracking System".
SOCIAL MOBILIZATION
- 4 new Social Organizers (2 male
and 2 female) were employed in Rahim
Yar Khan Region for the joint project
of HDF and Khushalibank (KHB). The
staff were given one week intensive
orientation training workshop about
HDF and the KHB programs.
- In Rahim Yar Khan Region, 42 new
DOS were formed and 643 clients
were created in the reporting month
on behalf of KHB. This is more than
the monthly target of 315 clients.
- In connection with the holy month
of Rabi-ul-Awwal, a Mehfil-e-Milad
was arranged by the community members
in Karachi Kachi Abadi Region. This
event was attended by members from
28 female DOs. This was a collective
activity of all the DOs at the colony
level. The PTA of CFS Falak also
arranged a Mehfil-e-Milad, all the
parents of the students participated
in this holy event.
COMMUNITY TRAININGS
- 39 female members from Shamsabad
and Zhob Region were trained in
Community Management Skills Trainings
and 14 female members from Zhob
Region were trained in Business
Management Skills Trainings.
- Linkages were established with
Tando Jam Agricultural University
for a Para Veterinary Course. An
agreement was also made with Roots,
(a local NGO), under which they
will provide a resource person to
impart community training on making
of "Key Chains" in June
2004.
STAFF TRAININGS
- PM Foundation Development, Mr.
Waqar Awan, attended a 3-days training
at SDPI on "Fundraising and
Proposal writing". He also
held an information sharing session
with HDF staff at the National Office
about the training outcomes.
- Mr. Muhammad Shakoor, Training
Coordinator attended a 1 day seminar
arranged by Human Resource Development
Network (HRDN) on human resource
development.
- Mr. Asmatullah-Social Organizer
(Mardan) and Ms Humaira Education
Coordinator (Islamabad) attended
a 3 days training workshop on "Communication
Skills" arranged by National
Center for Rural Development (NCRD)
Islamabad.
COMMUNITY PHYSICAL INFRASTRUCTURE
(CPI)
- 2 watercourse Linings have successfully
been completed, one in Mardan Region
(Zamindar) and other in Rahim Yar
Khan Region (Alvi Unity, Bast Khandoo).
- Some Community Physical Infrastructure
Projects in Mardan Region are in
progress i.e. One Water Course Lining
(75% work completed) in village
"Khazana Dheri-2" and
2 drainage projects (one is 90%
completed and the other has been
recently initiated) in Mardan Region.
- In Rahim Yar Khan Region, one
proposal has been prepared and submitted
to Pakistan Poverty Alleviation
Fund (PPAF) regarding a Water Course
Lining in Development Organization
(DO) "Tahfuz-e-Nonehal"
the dialogue with the DO has been
completed.
EDUCATION
- HDF has amended the concept of
its Child Friendly School (CFS)
from one room being called a School
to a new definition i.e. One administrative
unit housed in one building which
may have one or more rooms/classes.
By this definition the reported
No. of Schools have decreased from
213 to 173 as of end May 2004.
- HDF Education staff of National
Office provided their expertise
as resource persons in two teachers'
training workshops on "Adult
Literacy" arranged by Ministry
of Education, Govt of Pakistan and
UNESCO.
- HDF has conducted a feasibility
study for its first project of Model
School to provide formal education
of high quality. This venture of
HDF will also support its education
component of non formal education.
The school opening process has been
initiated by Education Section of
HDF.
- Final examination in the Child
Friendly Schools (CFSs) of Rahim
Yar Khan Region were successfully
completed. The overall passing percentage
was 95%. 356 children appeared in
the exams, out of which 337 (147
boys and 209 girls) children passed.
.The first batch of class 5 of CFS
graduated with a pass percentage
of 76%. Out of 29 children who appeared
in the exams 22 passed including
16 girls.
- HDF-Rahim Yar Khan Region opened
its first Elementary and Secondary
School for girls in Tibba Gharib
Shah, Union Council Amin Garh. The
inauguration ceremony was attended
by Mian Abdul Haq (DEO), Mr. Shahid
(Community activist), Ms Asfa Mustaq
(EC), Ms Asma Naz (UNICEF representative
in RYK) . They shared their constructive
views with Mr. Zulfiqar Ali (RPM-RYK).
- 4 new NFBE Schools have been
opened in the reporting month i.e.
2 in Shamsabad Region, 1 in Zhob
and 1 in Islamabad Region.
HEALTH
- For Community Health Center (CHC)
of Islamabad some concerted efforts
were made to increase the daily
patient turn over which have given
some good results. For this a special
event was organized, in which "Mehndi
Day" was celebrated. Females
of age group 15-45 years were invited
to participate in this celebration
who brought their "Mehndi"
with them. Beside this celebration,
awareness session was also conducted
on "functioning of CHC".
Some technical topics were also
covered i.e. TT vaccination, TB,
Hepatitis and advantages of boiled
water etc.
- A free medical camp was organized
in Unit 1 of Shamsabad Region. The
medical services were provided by
6 doctors from Memon Charitable
Hospital, and 2 doctors from PMDC
Tando Muhammad Khan. 1 lady doctor
from Sathia Taraki Pasand Tanzeem
also offered her services. The medicines
were provided by the EDO Hyderabad.
810 patients including 580 females
were examined and treated.
- A one day free medical camp was
arranged on the 23rd May, 2004 in
Bilal and Mehran colonies of Karachi
Kachi Abadi (Unit 1) in collaboration
with SIP, a local NGO which provided
free medicines. Dr. Khagista offered
her services on voluntary basis
in this medical camp. HDF provided
logistic support for the camp. A
total of 123 patients got free check-up
and medical facility.. The doctor
also gave an awareness briefing
to the community about preventive
health care.
In Zhob Region, tetanus vaccinations
were given to 32 women of reproductive
ages (WRAs) through linkages with
the Ministry of Health.
VISITS AND VISITORS
- Co-Chairperson, Dr. Shahnaz Khan
visited Shamsabad Region with visionary
team which came from USA. She attended
a meeting with Village Development
Organization (VDO) Aghaz (registered
under Social Welfare Department)
in village "Shahmeer Khan Lund".
She also visited some enterprises
in HDF-Unit 1 and 5.
- Visionaries Inc Media from USA
visited Pakistan from May 17 to
22, 2004 for preparation of a documentary
on HDF. They visited National Office
as well as Mardan, Shamsabad, Karachi
Kachi Abadi and Islamabad regions
to cover our program activities
and record interviews of our staff
as well as communities. They also
interviewed some of our board members
and key persons amongst our partners
like Kamal Hayat (Chief Executive
Officer-PPAF) and Mr. Ghalib Nishtar
(President Khushalibank).
- Deputy Director Livestock Hyderabad
visited Shamsabad Region. He informed
our staff and community that the
Indus Milk Project will start functioning
next month, in which communities
of HDF program areas will also benefit
for the marketing of milk.
- A research team from Sustainable
Development Policy Institute (SDPI)
headed by Mr. Bran conducted a poverty
related survey on the status of
education and health of the rural
areas in Mardan. Village "Chamtar"
was selected for the purpose. A
coordination meeting was arranged
by HDF-Regional Staff in Chamtar
between the women of the community
and surveyors from SDPI. They will
share their report with HDF which
is expected to be useful in setting
our future strategies.
