INS Registration for Pakistanis

All Pakistanis must register with INS between Jan.13,2003 and March 21, 2003 (deadline extended) if they fall in any of the following catagories.If you are from another Muslim country your filing deadline may be January 10th 2003. INS,US Justice Department now requires males over the age of 16 who are citizens and nationals of 21 countries to register with INS.This registering is not a matter of filling out a simple form,and may not be done in your town.For the closest locations to register with an INS office call INS at (800)375-5283.

PAKISTANIS & SAUDIS REGISTER WITH INS BETWEEN JAN. 13, 2003 TO FEB. 21, 2003
HERE ARE THE REQUIREMENTS FOR REGISTRATION FOR PAKISTANIS:

  • who were last admitted to the United States as a nonimmigrant on or before Sept. 30,2002.
  • who are male,,born on or before January 13,1987.
  • who will be in the United States at least until Feb..21,2003 deadline.

WHAT MEMBERS OF THESE GROUPS MUST DO:

  • Go to a designated INS office to be photographed, fingerprinted and interviewed under oath to register. The officer may ask to see travel documents, including passport and I-94; any other government-issued identification; proof of residence, including leases or proof of titles; proof of school matriculation; and proof of employment.The officer may ask many other,unrelated questions.
  • Those remaining in the United States for more than one additional year must report back to an INS office within 10 days of the anniversary of the date on which they originally registered.
  • Changes of address, school or job must be reported to the INS in writing within 10 days of the change.
  • They may also be required to depart only from certain designated ports.
  • Those leaving the United States must appear in person before an INS inspecting officer at a designated port,and leave the country on the same day.

CONSEQUENCES FOR NOT COMPLYING:

  • You could be subject to arrest, detention, fines or deportation.
  • Future applications for immigration and re-entry to the United States might be affected.

EXEMPTED FROM REGISTRATION:

  • Women of all ages
  • Citizens & Permanent residents of the United States (Green Card holders).You must register,however, even if your application is in the process.
  • Individuals who are granted or who applied for asylum before December 18, 2002.

SOME TIPS: (Since this is a new situation,you may need to check website for the latest information)

  • Register early,,before the deadline.Those of other countries who have registered early did not face as much difficulty as those who showed up on the last day.According to Reuters 1000 to 2500 of these people were detained in very inhumane conditions until they were processed,sent to jail or released on bond.

  • Inform your family and attorney before you visit INS in case you are detained.
  • Keep duplicate copies of all your documents so that your friends and family can access them in case you are detained.
  • Some INS offices are allowing attorneys to attend the interview, some are not.
  • Learn how to be out on a bond if you are detained by INS. Keep those arrangement handy.
  • While at INS take note of all the people you deal with and what happens to you.
  • Be honest in your answers. Immigration lawyers are reporting that their clients are being asked questions about mosque attendance, their political views and other personal information.
  • Report any inhumane uncivil treatment to Pakistan embassy, ACLU, and your Representative
  • Submit your experience through to Immigration Lawyers Association: http://www.aila.org/specialreg.html
  • Do your best preparations and then rely on Allah. May Allah make it easy for you.
